Description: Sewer Authority Member
Jefferson Borough and Codorus Township each appoint members to serve on the Jefferson Codorus Joint Sewer Authority Board. The Board consists of (5) members, alternating between each jurisdiction appointing two members or three members. Sewer Authority members are appointed by the Township Board of Supervisors to serve a (5) year term. THE APPOINTEE WILL SERVE OUT THE REMAINING TWO YEARS OF A CURRENT TERM. THIS VACENCY WAS CREATED BY A RESIGNATION.
Sewer Authority members serve at the discretion of the Board of Supervisors. Board Members Provide operational and financial updates to the Board or Supervisors . Any member of the Sewer Authority may be removed from office by majority vote of the Board of Supervisors by majority vote.
The Authority operates a wastewater treatment plant in Codorus Township.
In a joint office with Jefferson Borough, our Business Manager manages our Accounts Receivable from our Sewer customers and our accounts payable. Our Business Manager also bills our customers on a quarterly basis. The Business Manager also prepares monthly reports on our financial affairs. Both the Business Manager and the Wastewater Treatment Plant operator report to the Board.
The Board also secures the services of a professional engineer and legal representation.
Board members are expected to attend bi-monthly meetings to review operations and financials, and to assist management in any
operational or financial concerns. In addition to the overall operation of the Authority, the Board is responsible for securing the debt
financing of the operation and the subsequent debt payments. Rates for the customers of our Sewer system are set by the Board in conjunction with annual operating costs and debt payments. The Board annually sets a financial budget for the operation of the facilities and monitors financial performance. The Board also approves all operational policies and procedures of the Authority.
